Those are the grossly foolish, the lowest among mankind, the deluded speculators, and the openly atheistic. There are also four kinds of men who begin to render devotional service to Lord Krishna. These are persons who are distressed, those who are in need of money, the inquisitive, and those who are searching for knowledge of the Absolute. These four kinds of people are able to render devotional service to the Lord, but they do so with some personal aspirations to fulfill. Although they are not pure, they may become pure by understanding that material rewards have nothing to do with spiritual improvement and becoming free from material desires.
